How much does custom software cost in Singapore?

What drives a software quote, how to compare project scopes, and where to check current Singapore grant eligibility.

There is no single reliable price for a custom software project. A useful quote needs a defined workflow, user roles, integrations, data migration requirements and acceptance criteria.

Start by scoping a focused first release, then ask for development, hosting, third-party services and ongoing support to be priced separately. The scope checklist below helps you compare proposals on the same basis.

What actually drives the price

Custom software is priced by the work needed to build and run it, so the cost follows a handful of variables:

  • Scope and complexity — how many screens, roles and business rules the system handles.
  • Integrations — every external system it must talk to (accounting, ERP, WhatsApp, payment gateway) adds work.
  • Users and access — a single-team tool is far simpler than a platform with customer or partner logins.
  • Data migration — moving years of spreadsheet or legacy data in cleanly is routinely underestimated.
  • Design and UX — a rough internal tool costs less than a polished customer-facing product.
  • Compliance and security — PDPA-aligned data handling, audit trails and access control add scope where they apply.
  • Ongoing costs — hosting, maintenance and support recur monthly and are separate from the build.

Three pricing models are common, and the right one depends on how well-defined the work is:

  • Fixed price — best when the scope is clear. Predictable, but changes mid-project mean change requests.
  • Time and materials — best when the scope will evolve. You pay for time used and keep flexibility.
  • Retainer — for ongoing improvement once the system is live and being used.

A sensible middle path is a fixed price for a tightly-scoped first phase, then a retainer as the system grows with real usage.

Can a grant reduce the cost?

Check the programme and the specific project before including a grant in your budget. Approval is not automatic, and this guide does not establish that M3VO or its products are pre-approved.

Is custom cheaper than off-the-shelf?

Usually not upfront. Off-the-shelf SaaS is cheaper to start and faster to switch on. Custom software earns its cost when off-the-shelf genuinely can't match how you work, when per-seat SaaS fees keep climbing with your team, or when the software itself is a competitive advantage. If none of those apply, the cheaper answer is often to integrate the tools you already have rather than build from scratch.

How to keep the cost sensible

  • Start with the single most painful workflow — not everything at once.
  • Integrate before rebuilding; keep the systems that already work.
  • Phase the build so you're using the first release while the rest is developed.
  • Fix the scope for phase one so the first number is predictable.

A minimum budget depends on the agreed scope. Ask for a quote for one focused workflow, and compare it with configuring an existing product or a no-code platform.
Can I use the PSG grant for a custom build?
PSG covers pre-approved solutions rather than an unrestricted custom build. Enterprise Singapore says PSG and EDG cease on 29 September 2026, with new support moving to EDGE from 30 September. Check the official programme guidance before committing to a project.
How long does a custom software project take?
The delivery schedule depends on scope, integrations, data readiness and review cycles. Agree milestones and acceptance criteria after discovery; a phased release can let your team use the first workflow while later work continues.
Is custom software cheaper than SaaS over time?
